  Shanghai Residence Permit Application Regulations
  Article 1 (Purpose and Basis) These Regulations are formulated in accordance with the "Shanghai Residence Permit Management Measures" for the purpose of regulating the registration of residences in Shanghai and applying for the "Shanghai Residence Permit" (hereinafter referred to as "Residential Permit"). .
  Article 2 (Declaration of Residence Registration) The person who comes to Shanghai to apply for residence registration shall go to the Community Affairs Acceptance Service Center of the current place of residence, fill out the “Residential Registration Information Form”, and provide a copy of his/her resident ID card or household registration book (original inspection) ), as well as one of the following legal residence certificates in Shanghai:
  (1) If you live in a house purchased by yourself or a close relative, provide a copy of the corresponding real estate right certificate (original);
  (2) Where the person or close relative rents a house, provide a copy of the registration certificate for the house lease contract issued by the house management department (original inspection);
  (3) If you live in a unit or school dormitory, provide proof of the collective dormitory issued by the unit, school personnel or security department.
  The close relatives mentioned in the preceding paragraph include spouses, children, grandparents, grandparents, grandchildren, grandchildren, and siblings. Those living in close relatives who purchase or rent a house shall also provide corresponding proof of kinship.
  Article 3 (Registration of Residence Registration) The Community Affairs Acceptance Service Center shall verify whether the materials are complete when reporting the residence registration to the personnel coming to Shanghai. If the materials are not complete, the applicant shall be informed of the contents that need to be filled in one time, and the application materials shall be returned to the applicant. For materials with complete materials, the applicant's portrait information shall be collected, registered in the information system, and the “Residence Registration Certificate” shall be provided.
  The residence registration is valid for one year and must be re-applied after the deadline.
  Article 4 (Change of residence registration information) If the residence registration information of a person who has registered for residence registration has changed, he shall go to the community affairs acceptance service center of the current place of residence to handle the information change procedure, and in accordance with the provisions of Article 2 of these Rules. , provide relevant certification materials.
  The Community Affairs Acceptance Service Center shall register the change information in the information system.
  Article 5 (Applying for a residence permit) Departs from the place where the permanent residence is located, and has been registered in the city for half a year, and is in compliance with the lawful and stable employment, legally stable residence, and one of the conditions for continuous study, who can come to the current place of residence. The Community Affairs Acceptance Service Center applies for the Residence Permit, fills in the Shanghai Residence Permit Application Form, and provides a copy of the resident ID card or residence book (original).
  Where the applicant's current residence address is inconsistent with the residence registration address, the corresponding residence certificate shall be provided in accordance with the provisions of Article 2 of these Rules.
  Article 6 (Application for Acceptance of Residence Permit) The Community Affairs Acceptance Service Center shall verify whether the materials are complete if the applicants coming to Shanghai apply for the Residence Permit. If the materials are not complete, the applicant shall be informed of the contents that need to be filled in one time, and the application materials shall be returned to the applicant. For materials with complete materials, they shall be registered in the information system, and a “residence permit” shall be issued for receipt of the receipt.
  The Community Affairs Acceptance Service Center shall, within 2 working days from the date of acceptance, transfer the relevant application materials to the local police station.
  Article 7 (When the residence permit is issued) After receiving the application materials, the public security police station shall, within 6 working days, complete the verification through the information system for background comparison. For those who meet the legally stable employment, legally stable residence, and one of the conditions for continuous application, the information system shall be notified to the public security certification department to complete the production of the documents within 7 working days. Those who do not meet the conditions for application shall submit a written opinion to the Community Affairs Acceptance Service Center to inform the applicant in writing and explain the reasons.
  The Residence Permit is issued by the Public Security Bureau of the applicant's place of residence.
  Article 8 (If the case is not handled) If you live in an illegal building or have illegal activities, you will not be required to apply for residence registration or residence permit.
  Article 9 (Receipt of Residence Permit) The Community Affairs Acceptance Service Center shall notify the applicant to come and collect it within 2 working days after receiving the Residence Permit. When the applicant obtains the certificate, he/she shall issue a “residence permit” to accept the receipt.
  Article 10 (Change of Residence Permit Information) If the holder's residence address or other registration information changes in this city, he/she shall carry relevant certification materials to the community affairs reception service center of the current residence within 30 days to handle the information change procedure. .
  The Community Affairs Acceptance Service Center shall register the change information in the information system.
  Article 11 (Replacement and Replenishment of Residence Permit) If the damage of the Residence Permit is difficult to identify or be lost, the certificate holder shall promptly go to the community affairs reception service of the current place of residence with the valid identity certificate such as the resident ID card or household registration book. The center handles the procedures for redemption and replacement. If the documents are lost, you can go through the loss reporting procedure at the same time.
  If the conditions for redemption and replacement of the "residence permit" are met, the community affairs acceptance service center shall file an application for certification in the information system, and the public security department shall re-certify the certificate.
  Article 12 (Residence of Residence Permit) The Residence Permit is endorsed once a year.
  The holder shall, within 30 days before the expiration of the period of endorsement of the Residence Permit, go to the Community Affairs Acceptance Service Center of the current place of residence to complete the endorsement formalities, fill out the “Shanghai Residence Permit Endorsement Application Form”, and bring his/her Residence Permit.
  Where the applicant's current residential address is inconsistent with the residence registration address, the corresponding residence certificate shall be provided in accordance with the provisions of Article 2 of these Rules.
  If the certificate holder fails to endorse the application within the time limit, the function of the "residence permit" will be suspended, and the function of the "residence permit" will be restored after the completion of the endorsement procedure. If the endorsement procedure is completed within 60 days after the expiration of the period, the holder of the residence permit shall continue to calculate continuously from the date of completion of the endorsement procedure in the city. If the endorsement procedure is completed after the 60th date is overdue, the holder of the residence permit shall recalculate from the date of the completion of the endorsement procedure in the city.
  Article 13 (Deregistration of Residence Permit) If one of the following circumstances occurs, the public security department shall cancel the "Residence Permit" in the information system after the relevant department has determined it. The function of the "Residence Permit" is invalid:
  (1) The certificate holder obtains the "residence permit" by providing false materials at the time of the application;
  (2) The situation of the holder has changed and does not meet the requirements for the residence permit;
  (3) The holder has transferred to the permanent residence of the city;
  (4) Other circumstances that should be written off.
  Article 14 (Residential Certificate Agency) Minors under the age of 16 shall be required by the guardian to report the residence registration and apply for a residence permit, and provide a copy of the guardian's resident ID card (original). Elderly people and disabled persons with limited mobility may apply for registration of residence registration and application for residence permit on behalf of their close relatives, and provide a copy of the identity card (original) and power of attorney of the trustee.
  If the guardian or close relatives report the residence registration and apply for the residence permit, the community comprehensive management team members may collect the portrait information of the applicant.
  Article 15 (Information Exchange and Sharing Mechanism)
  The city has established and improved a unified real population information management system.
  Public security, housing and urban-rural construction management, human resources and social security, education, health and family planning, industry and commerce, civil affairs, economic information and other departments should promote the interconnection and exchange of information between departments, and realize the housing, employment registration and society of people coming to Shanghai. Sharing and application of information on population management and services such as insurance, residence permit points, student status and education, business registration, and marriage registration.
  Article 16 (Certificate for Certification) shall apply for the Residence Permit for the first time, and the fee for the certificate shall be waived. If the applicant renews or renews or renews the Residence Permit for personal reasons, the Community Affairs Acceptance Service Center will collect the document cost from the applicant and issue a uniform receipt for the city.
  Article 17 (Transitional Provisions) The Residence Permit and the Shanghai Temporary Residence Permit that have been processed before the implementation of these Regulations are still valid during the validity period. After the implementation of these Rules, if the "Residence Certificate" is valid and expires, it shall be handled in accordance with the provisions of these Rules; the "Shanghai Temporary Residence Permit" will not be renewed after the expiration of the validity period, and the holder may apply for residence during the validity period. certificate".
  Article 18 (Date of Implementation) These Regulations shall come into force on January 1, 2018 and shall be valid until December 31, 2022. On June 17, 2013, the “Regulations on the Implementation of the Shanghai Residence Permit” issued by the municipal government (Hufufa [2013] No. 41) was also abolished at the same time.
